Early Life and Education
Sheelagh Ellwood was born in 1950 in Corner Brook, Newfoundland, to an Irish-Catholic family. Her father was a police officer, and her mother was a homemaker. Ellwood grew up in a bilingual household, with French being her first language. She attended French-language schools throughout her childhood and developed a strong connection to her Francophone heritage.
After graduating from high school, Ellwood pursued a degree in education at the University of Ottawa. During her time at university, she became involved in student politics and began to develop her passion for social justice and advocacy.

Political Career
In 1980, Ellwood was elected as the Member of Parliament for the riding of Capilano in British Columbia. She became the first and only Canadian woman to be elected to the House of Commons while representing a Francophone riding outside Quebec.
During her time in Parliament, Ellwood served as the Parliamentary Secretary to the Minister of Communications and the Minister of Justice. She also chaired the Standing Committee on Canadian Heritage and the Special Committee on Electoral Reform.
Ellwood was a strong advocate for Francophone rights and culture. She worked to ensure that Francophones had access to French-language services and education across Canada. She also played a key role in the development of the Official Languages Act, which recognizes the equal status of English and French as the official languages of Canada.
In 1993, Ellwood retired from politics to spend more time with her family. However, she remained active in public life, serving on the boards of various organizations, including the Canadian Race Relations Foundation and the Fondation canadienne pour le dialogue des cultures.
